Rear is shifted 28mm to the right. Hub and spokes are also shifted 28mm right on the rim which has the tire shifted left in order to provide clearance for the chain. So rack needs spacers to shift it back so it is centered over the tire.
Looks like the flat was caused by the inside of the tire starting to disintegrate exposing the casing fabric. That fabric bonds to the tube and can rip off pieces of rubber. I smeared some silicone adhesive over the rough spots to see if I can extend the life of the tire. Fat bike tires reach end of life which a ton of tread left on them. I got about 9,000 km on my last one and this one is up to 7,500 km.
