It's an odd (shit) diatech threadless headset too. There's no star-nut, it used a connical cable stop clamp with a connical washer under it to set preload, so you tightened the bolt on the cable clamp and it pushed the washer under it down onto the bearings. And then you somehow just jammed the stem on top of it to hold it in place and apparently they lost adjustment all the time.
I'm replacing it with a star-nut/top cap and a spacer for where the cable stop clamp was and I think it's gonna work. The bearings were good cond so i'd rather not swap the whole thing.
