Case in point is the London "Air Line", a cable car system which costs about twice as much as the Underground, DLR, Overground or buses to use and doesn't connect anything to another thing.
Some study said it would replace something like 60 buses an hour crossing the Thames, but since it doesn't connect anything, it's practically useless.
This is the only instance of a transport project being a boondoggle in my opinion. This could have easily been achieved with a simple extention to the DLR, Underground or other rail line.
Crossrail will make it pointless once it eventually opens (whenever that happens).
