Finland has a habit of buying shitty French, Italian or Spanish rolling stock that doesn't work in the winter. Like they learned with the shitty Bombardier trams saving a little isn't worth it in the long run. Then they replace them with stuff that actually works, usually from countries that do have a winter of sorts. The tram problem was solved by producing the tram locally. Skoda liked them so much they bought the company and now they're going to be used in Germany and Czech Republic as well.
The trains were cheaper, Switzerland has snow.
