It's at the point where the only rub is where I circled it seems. I'm guessing right at that point it's ever so slightly not true, but it's definitely very slight. Am I able to safely ride this thing until I get a tool to try and bend it slightly? I spun the wheel a few times and it doesn't seem to be slowed down that much since it's so slight.
