It's not just the politicians, but also most of its inhabitants that have been constantly brainwashed for a century by the car and oil industries that they won't accept anything but the status quo. And even if you wanted to, you can't fix urban sprawl hellholes like LA and really most American cities now, it's too late. You'd have to bulldoze them to the ground and start over. The distances are too great for cycling or walking, nothing is anywhere near anything else.
Then you have the nigger problem. *Maybe* Americans would take public transport if it were efficient (look at older American movies from before the 60s, where you can still see upstanding men in suits and hats take the train or bus), but only in homogeneous communities. Nobody wants to share the train with niggers, nobody wants to walk or cycle through nigger neighborhoods, or leave their bike outside in places where niggers reside or roam, it's only understandable. People take their car from their garage straight to their workplace, or to Walmart or wherever to avoid interacting with niggers as little as possible. While not 100% safe, a car offers the most protection from the nigger menace, it's the commuting equivalent of living in a gated community.
