It's kind of against the ethos of the bikes themselves, and the people who once raced them, which was always to be as fast, light, capable as possible. So when you go after modern performance with them and try to adopt them as modern road bikes, that's kind of against the spirit of the bike, which would itself have you simply ride something modern.
Because it's not cost effective. I think it's most valid when you have a classic bike, that you already love, and the original parts are all shot on it.
Because ultimately, the performance of modern parts on a classic bike is disappointing. It doesn't make the bike better really at all. Some upgrades like brakes and tires are valid but a classic driveline goes just as fast.
The preformance of a classic bike is only really going to disappoint once you start riding serious miles and with other road cyclists. At which point, the classic larping becomes quite ridiculous. Before then, using old equipment is really just quite charming.
I'd suggest you try to find a complete classic bike, that's in poor condition, and restore it. And ride it.
Building up a frame with modern components, to any worthwhile standard, unless you're parts bin rich, will cost more than a good new road bike and more than a complete classic and it won't be better than either.
