I'd vote for option 2. No reason to leave Shimano 9 speed, it's the holy grail for parts compatibility and cheap parts. DESU you can safely go used if you want to save money.

Plan on dropping the 90's MTB since it's role has been replaced by the touring bike.
I wanted to also drop the roadie but it's nice to have a bike I don't have to think about and can just abuse. I'd replace it with my CX bike but if that got ruined or stolen I'd be pretty sad :(

I feel like living in apartments with more than 2 bikes is kinda dumb but here I am.
