Tri bikes are so much faster than road bikes while still having a rather normal overall layout without aero fairings.
A road bike isn't a compromise, it's castrated.
Although 99.99% of existing road bikes will never get used in UCI sanctioned events, they still obey these limiting rules. Everyone wants to ride what the UCI pros have so the market gets defined by that.

Tri bikes have steep seat tubes because the whole bike is crunched together to reduce gaps and go full aero while no rules are stopping them.
