If we assume that it's constructed fully, including Osaka and Oita connections, then the best case scenario is 5 remaining sections: Matsuyama - Imabari, Yawatahama - Uwajima, Kubokawa(or Susaki) - Kochi, Awa-Ikeda - Tokushima and Anan - Tokushima.
But what I think will actually happen is JR Shikoku will push for Shinkansen across the Seto Ohashi and splitting off to Takamatsu and Kan'onji or Shikokuchuo just to get their foot in the door. Then they'll continue with the momentum with Matsuyama Shinkansen(possibly extended to Uchiko if we take the current trend of tourism oriented Shinkansen with Takeo Onsen and Oita's Beppu route proposal) and Kochi Shinkansen. And by the time talks about the rest of it come up depoulation ruins cost/performance calculations and it's shelved forever. As for Tokushima Shinkansen, I think it depends on JR West pushing for Shinkansen from Osaka to Wakayama, which they're currently not doing.
