The city/state doesn’t just have to spend more money running utilities out to the big-box store, they have to create freeway exits, multiple traffic intersections (with traffic lights at $150k apiece), police all that, and maintain those roads at an enormous cost.
At some point you realize the mall is a money-pit for the public.
Meanwhile stores in mixed-use buildings tend to attract local businesses.
