Only the very extreme southern parts of Japan don't get snow and that's because those are in the tropics. Meanwhile the entire southern half of the US rarely sees any snowfall. That blizzard that hit Texas last year completely fucked up the utilities in that state because of how rare snow and cold are down there. They never bothered to make sure anything could work with it being that cold.
