The modus operandi since time in memoriam of the ruling elite has to been to scapegoat a subset of peasants for the problems they cause. An example of this is the Putin regime's talking mouthpieces on Russian TV blaming the poor performance of the Russian Army on the lower level commanders and even individual conscripts. Many more examples of this exist but this always comes up in times of recession when austerity measures have to be introduced.
A much more effective solution would be the loosening of the restrictions on the means of production. Imagine if the necessary materials to make the articles of consumption (food, medicine, fuel) were unrestricted and freely tradable/available. No longer would we have to resent our neighbors for the petty inflated cost of organic molecules. The competition over abundant resources such as sunlight would be much less tense.
If we are diligent in our pursuit of open source production technology we can then start to provide for people who may not like very much, but we care about as human beings. Like saving enemy sailors from drowning, an extreme case.
