At slow walking both can go but not stable enough for comfort and tsrat wavering. But EUC is much smaller footprint so its better to maneuver around people and tight places, if place cant be ride through EUC rider walking is again smallest footprint possible among any vehicle. Cyclists are hindrance to everyone when they walk over crowded footpaths or something.
Also if want to talk incentivizing bicycles are most toxic devices out there. Gaining speed is difficult so it immensely incentivizes rider to not break to conserve momentum even this creates dangerous situation. Its cyclists who zip past pedestrians full speed screaming "on you left" and mashing horns, its cyclists who constantly run red lights (and boast about it) because their legs hurt to gain that speed again. E-things have no problems with breaking when it needed because acceleration is free.
