with this type of stem it's held on to the steerer with separate nuts and bolts, you don't rely on a threaded insert. for the face plate you have 4 bolts for redundancy. if the stem were to fail somehow you would get gradual creaking and flex, it wouldn't just explode. just install it competently (use a compression plug, don't overtighten, tighten the bolts gradually and evenly) and you won't have issues.
