Because this happened to me with a pair of very cheap and very shitty tyres a few years ago (I didn't buy these tyres, they came with the cheap bike I bought). BOTH tyres eventually had the tube burst through the sidewall. I replaced the first one to burst with a Continental Gatorskin, then the second one with a Schwalbe Blizzard Sport (much cheaper than the Conti). And both those tyres have now lasted me 8/9 years. So even affordable tyres from good brands, like a cheap Schwalbe, are good quality.
But yeah, I can relate on tight tyre beads, they fucking annoy me. I guess you just need to get some decent levers. I've never tried metal ones but I am tempted to try some. Plastic ones have served me well, but ONLY the ones that look like the left picture in pic related (colour and brand doesn't matter). The style on the right, I've had them break on me several times. So I wouldn't recommend them. They're fucking flimsy as hell.
