Nominally though, the trains are set at 25~26 in the normal cars but in practice it can go lower and there's supposed to be control from the cab or something, presumably with a soft policy. 24 seems to be common observation
Even the summer post 3/11 when they did try setting all cars at 28, they got too many complaints and eventually backed off
As for Oedo line blowout? Dunno, probably at least some of it is related to the fact that it was an abnormal spec, otherwise I'd say the depth was an issue. That and they started construction in the Lost Decade. Maybe same thing caused grief with the Minatomirai line
I've only been on it in winter. Neutral feelings. Helped that there's lots of connectivity with other lines and seemed really quiet after the morning peak I guess?
