Even combined with the westbound Siberia district (combined 130% the size of the USA) it's only 26 million people. Canada and Alaska combined are another 130% of the US area and only house 38 million people. That's 0.85% of the world population in 15.5% of the world area. There's simply no one there to build a bridge for, there's no demand for it, goods can be transported more easily by ship between North America and Asia.
