Military is also 5%, and everything else is 90% of aircraft numbers. All of which makes no difference to the individuals doing the grunt work. Speaking as an employee, I'd rather be a big fish in a small pond (easier, too)... the tiny fish gets no satisfaction (or bills paid) from thinking "well, at least my boss's ocean is big."
