Important to note that 20 kilotons is not all that much. In order to properly glass the center of Amsterdam and allow for unimpeded travel, it would be critical to space them out one per square kilometer. However with all nine guns firing a mark 23 shell, it should be feasible to create a nice wide open "stroad" through the core of the city which could then have some gas stations and drive-thru restaurants built on each side. Not to mention parking lots.
