I know a few people that ended up camping out in their cars once or twice when they fucked up and they were all able to work their way back into a house and those same people I am pretty sure live successfully in their own apartment right now. The ability in America to pick yourself up by your own bootstraps, WITHOUT GOVERNMENT APPROVAL, must not be understated! In Finland this kind of recovery would WHOLLY DEPEND ON THE GOVERNMENT. You would have to ask the government for permission for a second or third or fourth chance in life!
You see it's an extremely privileged and entitled view to think that this Mafia system you are used to is superior as it neglects people on the outskirts of society, that most Finnish people probably think are criminals. You know? Artists, hookers, eccentrics, hippies? Those people deserve to be able to find work and be creative and find their own way in life and they are the ones most likely to be kicked off of welfare for innocuous reasons. As i understand it in Nordic countries the bureaucracy has a lot of power to bend rules when they see fit. And they are likely to do this for a white young and good looking Finnish person, but a person that looks more like counter culture or foreign will have a much harder time! FASCISM!

When I have fucked up my living situation and work situation have all been SWIFTLY CORRECTED within DAYS i was able to find work and I never once missed a rent payment! That would NEVER be possible in the STAGNANT economies in Nordic countries. In America the landscape is DYNAMIC! Entire towns are springing up or being abandoned monthly!
