He's on a road bike, with a high spacer stack, and a short stem pointing up. He's not bolt upright, but it's a relatively relaxed position, good for cruising around.
the riders with him are in more conventional aggressive positions.
If you want that kind of position, it's doable on a road bike, but it's better to buy an 'endurance' model, which is more relaxed than a pure road bike like the kuota you rode. A gravel bike, or a touring bike, will also be more relaxed.
if you find one in a shop, ask them to help you set the seat height, and raise the stem as high as it will go, and flip it so it points up, and see if you like that more. When you get more experienced and want to try more serious road riding, you can slowly make it more aggressive.
