Don't even ask what level the dropouts are capable of. Would you send your son there? Your daughter? You'd be a fool to do so.
It was a shame to let the cities fall, they were beautiful. My father grew up in the South Side of Chicago and watched it turn to shit in a few short years as a kid. Very formative experience, and cautionary tale.

Much like busing, it doesn't improve the grades of the kids being bused in, doesn't improve the school they're bused to. Busing the kids from the suburbs to the city schools doesn't help the kids and barely helps the school.
To a point there's racism involved, but no one should martyr their child for the sake of equality, either, let alone be asked to do so.
People don't want to live in most American cities, and the cars have something to do with it, but they're the effect, not the cause.
