Cars are in the base game.
Trams can be added through NewGRFs but they all use single track.
The feature will add more road and tram track types, e.g. electrified roads that trolleybuses could run on, different gauge tram tracks, different types of electrification (catenary, 3rd rail, APS, etc.), or even non-road "roads" like water canals if you want to make Venice.
