As you can see, CHSRA has options. After ACE builds all the way to Sacramento, CHSRA will more or less be running their core trunk system from which they'd just have to connect San Jose and LA (also Vegas, eventually) into. This means they can run existing trains with an added fare to pay for construction along with traditional bonds.
