This only worked to a limited extent because it turns out people would rather just shoot each other over loud music or parking spaces, almost no one *actually* wants to drive around shooting homeless people despite the propaganda effect of generations of hollywood crime fantasy films.
Rightoids cannot conceive of any more sophisticated system than shoot people or stick them in prison, which is why despite the fact that we have straight faced arguments over whether the guy who went postal downtown last week (no not him the other one) technically counts as a "spree killing" or just a "mass shooting", america's prison population per capita is only bested by a few small totalitarian failed states and yet we still barely have enough prison cells to keep all the Tangoes behind bars, we've got about twice as many prisoners per capita than Russia, the country that invented the word "gulag".
It truly is a wonder to behold.
