Most of these countries aren't particularly good for "touring" per se but are only in the list for their landscape. A good biking destination requires a good biking infrastructure.
Top tier cycling destinations would be the Netherlands, Denmark, Germany, the UK. Bike shops in all small towns, tons of dedicated cycling paths and lanes, good road conditions and road network, considerate drivers, most people know at least basic English etc. Cycling is easy, efficient and comfy in these countries.
But ofc these countries don't have dramatic mountain landscapes like Bumfuckistan so they didn't make the list for the hipsteresque RealTraveler™ on a bike.
Ofc you can cycle in Tajiskistan too and I'm sure it's a beautiful country but that doesn't make it a particularly good destination for bicycle touring. Good luck finding a bike mechanic in Istaravshan.
