I don't think you understand the purpose of rim tape. It's there to keep the tube from rubbing on the holes on the inside of the rim that are there for the spoke nipples to be inserted through. Without it your tube would last a few miles before popping. Rim tape has to be tough and thick enough to prevent that from happening, yet provide a smooth surface for the tube so it doesn't chafe it and cause it to puncture. Electrical tape is too thin, flexible, and fragile to withstand the pressure of the tube.

Rim tape isn't expensive. It's less expensive than a decent roll of electrical tape. Save your nice electrical tape for finishing the ends of your bar tape -- or for insulating electrical wiring. :-)

When I changed the tire on my 50 year old three speed the rim tape basically disintegrated. I was out on a ride so rather than walk home I used duct tape on the rim. I am too lazy to change it and so far so good on the duct tape.

TBQH in an emergency duct tape would work okay, especially if you double-wrapped it, but I would never recommend anyone use that or electrical tape as anything other than an emergency fix to get you home. Rim tape is cheap, it exists for a reason, and there's no reason not to use it. If you're really poor then your LBS might even give you some used rim tape for free. Otherwise nobody needs to be bombing down a hill at speed and have a tire go immediately flat because you cheaped out on something as basic as rim tape.

Okay, I can't tell what those bikes are worth, so maybe you're not poor. Just dumb. Or trolling. Or a dumb troll.

If you're serious then all I have to say is I don't recommend ANYONE do that for ANY reason other than in an emergency, to get you home, then you replace it with proper rim tape. Nobody needs to have a tire go immediately flat on, say, a high speed descent, causing you to crash, because you cheaped out on something so basic, especially when you don't need to cheap out on it.

This is right for presures over 40 psi in my oppinion.
Electrical tape could be a good rim tape only in low presures (30 psi and lower) AND double walled rims (holes insteads screwheads in contact with tube).

But came on, mtb rim tape is really cheap (2 uds). Road rim tape for high presures could be 18 bucks only. Consider them as an invest, not as a cost.

I don't see why I should bother going out of my way to purchase a specialty product instead of just using what I already have if it performs no differently. It's not even about the cost.

Also, well positioned el. tape often works better than actual rim tape, which without adhesion tends to move around. Just be careful around the valve. Been using it for ~10 years all year round. No problems.

Besides a roll of el tape often might cost similar to two rim tapes and is a multi use product. Don't but overpriced meme specialty things.
