Your picture is indeed a kind of hybrid bike, BUT: It has hub gearing (I wouldn't personally want it, but it's ok), coaster brake (no brake lever for the rear, you brake by pushing the pedal backwards), threaded stem (nothing wrong with them, but usually fitted on rubbish bikes in 2017)
It also kind of looks heavy, but that's not very important. Overall, yes you could ride that, but would you enjoy it..?
Look at the Pinnacle I linked, to see what my idea of a cheap but reasonably good hybrid is.
For a bit more money, depending where you live, the Kona Dew series is pretty good.
