It seems to me that if cyclists don't voluntarily only ride bikes with brakes front and rear then a much more draconian solution will be implemented. Cycle shops must stop profiting from fashionable recklessness and perhaps it might even be justifiable to voluntarily take out insurance policies before they too are mandatory.
It's time to stand up and take responsibility as a community.
