Short answer: In order to become a better sprinter, you have to sprint more.
Long answer:
After you're done with your Base training and are into more advanced training, anaerobic interval training and lactate tolerance intervals, plus speed-skills work like Form Sprints will provide the foundation for later Power work (i.e., sprint intervals).
That's for Road, anyway, as I understand it. I can't see it being much different for Track (if you ride track that is, inferring from your pic).
