I want a cheap ass e-bike. $700 tops. I live in NYC and they're technically illegal here because they don't give a fuck about hr 727 stating that federal law on this shit supersedes them, so it needs to look like a normal bike. if it folds that's a big bonus. I'm a poor ass grad student who is sick and tired of the shitty subway.

You get what you pay for with eBikes, and most shops, even those specializing in eBikes wont touch cheaper webstore models that are having issues.

It may ride for a year with no issues and then break, or it may start having problems within your first few rides. Is the chance of the later happening worth potentially throwing $700 out the window?

I do see a benefit to having an ebike. Assuming it is a pain to have to get changed once at work, you don't have to get all sweaty trying to get to work, but on the way home you can pedal all you want.

Do any e-bikes have resistive charging? So when you brake it charges the battery. I assume it would have to be a hub motor/ brake. Is this very efficient/ common?

They are far and few. I read about a couple that had regenerative braking but all the lower end kits either fried their own charging circuit, controller, or overcharged batteries. I can see it working reliably on a SLA build but on Li, I would consider a low end kit quiet dangerous. It wouldn't be difficult to design a working circuit considering a DC brushless hub motor without power is a lot like an alternator.
