The cyclist should know better than to ride so close to parked cars that a door suddenly opening would block their path. This is Bike Handling 101-level stuff.
The driver, parallel parked on the side of the street, should be looking before opening their door to exit the vehicle. Aside from looking for cyclists, for all they know another car could be passing too close to the side, and take the door out, seriously injuring the driver attempting to exit their vehicle in the process. This is also basic Driver Safety 101.
So to summarize: Blame is equally shared between the two.
