They are better off promoting the light rail + suburban (mainline) rail combination, both upgradable to rapid transit standards.
Monorail isn't a good compromise. It is an ideal mode for hilly and unplanned heavily built up cities which need to stuff any sort of mass transit possible inside. Most cities are on plains and have plenty of room and foresight.
Most mid-sized cities doesn't need to afford such a dedicated, niche, specialized rapid transit system incompatible with conventional rail.
