3. How would capacity and frequency on Hokuso Line and the resultant rider dissatisfaction be compensated? Worse is the development potential and return on invesment in these real estate projects.
4. How much does it take to upgrade track switch at stations and signalling for the whole operating fleet? Not to mention passing tracks and potentially new platforms.
5. Who would pay for it? Third sector solution? Keisei directly responsible for everything as the sole financer (including its subsidiaries of Hokuso and Chiba New Town Railway, before other companies' track-side infrastructure owners?
6. Is this necessary for inter-modal and peer competition? How much market share and new customers is to be gained?
More like JR East has some much-needed improvements warranted in its existing local lines.
