Which, shockingly, is exactly what happened, and the CRRC bid was literally like 50% of what anyone not named Hyundai Rotem wanted to deliver the same order.
And it's especially irrelevant in the 2010s, as any manufacturer these days is doing barely more than design, bodywork, and systems integration, as all the major electrical components, controllers, and running gear all come from the same German/Japanese suppliers while CAF/Kinki/Breda/Alstom/Bombardier/Kawasaki/Rotem just stuff it in their own bodyshell/bogie design.
