Minor winds my ass, I have never seen issues with these on low wind days. Believe it or not, cantilever arms are absolutely not immune to winds either. At certain wind speeds the natural frequency of the arms becomes an issue and they will actually bounce up and down almost to the point of breaking.
Furthermore, they could be bouncing around but still be perfectly readable (i.e. signal color). I've never seen them get turned around or rotated to the point where you could not see the signal, especially if there are multiple heads. I think the LED status (i.e. old or new signals) is more important here, the incandescent are horrible in a lot of light conditions, much more critical than the arm type.
