Re-position as community figures, not always enforcers. In light of recent events they need to make their primary goal winning back the trust and respect of the communities they serve.
I wish we lived in a world where that girl would have just taken her feet off the seat, because she respected police. We don't though, and that's what we should aim for.
As mentioned by someone above, the criminality of drug use basically makes this impossible. It's not as simple as decriminalising it either, drug use is a serious social problem, and we need to begin treating it as a medical one, not a criminal one. This also involves taking mental health more seriously. It basically requires a socialised healthcare system, because the bottom section of society that abuses drugs certainly can't pay for it. At the moment america prefers to pay their tax money on incarcerating these people than helping them.
