You usually need an allen wrench on one side and a thing to fit in the grooves on the other side. There is a tool made specifically for the latter purpose but you can do it with anything that will fit. A flathead screwdriver for example.

Either you aren't holding the piece from the other side so you're just spinning the whole thing (it's essentially a bolt inside of a threaded sleeve, you need to hold the sleeve while turning the bolt), or the bolt is dirty so the allen key isn't getting all the way in, or it's stripped out so the allen key is slipping, or the allen key is worn down. I guarantee your issue is one of the things I mentioned. Either that or you're just a massive retard.
