On that list should be Vitoria, a city from Spain, the terrain is flat, streets are good, many bike lanes since there are a big bike culture on the province and racks everywhere to lock your bike, probably one of the best cities in Spain for commuting on bike.

Cairns is the place to be, the city is quite flat with heaps of separate bike paths and marked bike lanes. Lots of bike shops for the freds who cant change a flat, oh and world class mountain bike park was home to the 2014 and 2016 UCI Mountain Bike World Cups and in 2017 host to the UCI World Mountain Bike Championships.
