Although I suspect what kind of dick sucking you refer to don't forget that managerial level are responsible and accountable in front of the company for any remarks observations or non conformities made by uscg, vetting inspectors etc. So they need to suck dicks to come clean of any bs. And if you ever set foot on a vsl you know that if someone wants to find something non compliant they will.

Regarding your post you partially answered your questions regarding dick sucking. As you laugh at shitty jokes so you don't get a shitty appraisal or whatever, the ch mate or captain suck inspector dick so they look good in the eyes of the company
