It's partly just a side-effect of how busy hong kong is tho. A totally packed road, a metro line, a tram line, and dozens of bus lines all run paralel and it's still not enough. Transport demand is simply 10 times bigger than road possibly could provide.

Reportedly there's a record of a mere 3 rollovers in 54 years (first in 1968) since the network's opening in 1904 and introduction of double-deckers in 1912. 2 (including this one) were derailed from speeding on tight turns (the other one crashed into another tram before rolling over). The remaining one is the sole instance caused by collision with a road vehicles (a concrete mixing truck), so no occurrence of car-related ones .
It is as safe as you can get.
