They're a hydrofoil with a bit less hydro and a lot more foil.
Massively faster than a ship and more fuel efficient than an aircraft.

Not realy, it is slower than a plane and needs more fuel than a ship.
But it could be a great workaround for security checks at airports to travel faster.

There are plans to go back into ekranoplan research in the commercial market in Russia

China is going to buy parts for second An-225, as well as building a new An-124/225 production line in China but that is Ukraine not Russia
China is most interested in tech transfer in such project that Ukraine can offer but Russia probably won't want to, plus technology used to build Ekranoplan probably doesn't have much in common with other aspects that China would be interested in
