The problem is the 31.8 is basically all at the clamp, where it doesn't actually help because the bar needs a certain thickness to resist clamping forces and the stem clamps aren't really wider. 31.8 is an advantage for flat bars because unclamped oversized taper can add stiffness between the controls and the stem clamp. Road bars taper too quickly for this to be useful.
