A lot of interprises can only go where prior established infastructure or related corporations can go. Unestablished corporations can only go where its possible to rent or buy established warehouses/apartments/office space.
So planning of things like sewage, water, electricity, zone regulations, roads, bike paths, industrial zones, building offices, etc.
All those decide where the marked can go. Without that, only larger enterprises can build in the first place.
