>>1175973It's not that there are facilities on the lower levels but a lot of skyscrapers extend lower than the top level that are used as service routes for easy delivery, parking space, or backdoor access to employees directly into the building. I won't say it isn't used for foot traffic though, some reason there are stairs on the top level going down to the sidewalks on the lower levels in some areas. I wouldn't walk down there due to the amount of homeless and thugs in shadier spots.
>>1175977Yeah, some thugs commit their crime above level and use the lower levels as an escape route. A lot of times they pose as homeless trying to help lost, inexperienced drivers who aren't familiar with the streets and used the lower streets to skip traffic. It happened to me once when I didn't know my way around, I kept circling around trying to find the exit and gps is useless down there. Some dude started walking towards my car at a stop light and I was like NOPE fuck this traffic light, I'm driving away. While I did, the dude was screaming shit at me. Better I disobey a signal than get held at gunpoint, my car jacked, and stranded in the lower levels on foot.
