They don't look like refined steam technology and Victorian style, they look like over-sized toys.
Pic. related is Art Deco, but imho it's more int the refined direction. If we stick to victorian era style, just imagine what we do today for bigger trains? Make them longer. So longer, more easily stack-able steam locos, better driver visibility. Maybe divided traction / power carts with pressurized steam feeds along the train for secondary power.
