The last time (in recent memory) they built a subway, it was a huge clusterfuck; delayed for years, exorbitant costs, and they even caused a sinkhole on Hollywood Boulevard. It was so bad people voted to literally ban the use of sales tax revenue for subway tunneling. It took the 2008 financial crisis to make subways more palatable, and since then they've funded subway expansions.
