It says in the full arcticle in the link that the anecdote is apocryphal.
The main point I take from the article is that while Fred nowadays tends to mean someone who uses racing equipment to goes slow, an earlier meaning of Fred was the opposite: someone who uses non-racing equipment to go fast.
Personally I like the latter definition better.
