Bike as in, 2 wheel personal transport. So even a kick scooter thing. Not cranked and chained with peumantic tires and modern advancements.

Street as in, paved or bricks layed, before asphalt

I find it hard to believe they didn't have off road scooters or something between the 18th century

Streets have been a thing since before the romans. Romans even had a primitive concept of a highway, of which we even know exactly the engineering specs.

Roads earlier than the 19th century were mostly brickwork in cities and hard packed dirt outside of cities. Roads have been around as long as cities, although they used to be mostly for pedestrian use. The Romans had a massive network of highways stretching all across Europe, even in Britan, there were also huge road networks in the Middle East around the same time. Many of those Roman roads are still around today, because they were made out of stone. Before the bicycle most poor people walked, the wealthy rode in horse cars, and messengers traveled on horseback. Wheelbarrows and hand drawn carts have been around just as long, the difference with a bicycle is that it was the first efficient wheeled vehicle. Smooth paved roads started to be built in the late 19th and early 20th century, largely at the request of cyclists

I wonder if the romans could have developed the steam engine if their empire had lasted a few centuries more and wasn't overrun by barbarians while collapsing from too much bureaucracy and corruption.

They definitely could have, if they had been able to keep the empire together. The problem with a fascist/imperial system is that there's a single point of failure with the emperor, if you have a strong one the state is amazingly successful, but with a series weak ones you can collapse the entire thing. Rome was truly glorious under the Julio Claudians and the 5 good emperors, and Constantine and Diocletian, but when you have crazy motherfuckers like caligula in charge too often things get bad
